Simply put, the policy is designed to allow visas to be granted to skilled people that Australia recognise to be of value to their country.

Under some visa subclasses, a points test applies for applicants whose occupations are on the Skilled Occupation List and only those whose occupations are on this list may apply.

Accordingly, Skilled Workers may apply for Permanent Residence in Australia subject to meeting the points test pass mark.
